Immigration - Confusion over release by Corona

In April 2020, some foreigners detained at the Immigration Bureau due to the risk of corona infection will be released on parole (released). However, those who are left in immigration detention are stressed out and mentally confused as to why they are not being released. There is also the fear of corona infection. One of my clients, a female inmate, was violently restrained on April 25 and had bruises on her legs. The Immigration and Customs Enforcement (ICE) has always been unclear about the criteria for parole, and since 2018, the criteria for parole has become stricter due to tighter controls. On May 22, we filed a lawsuit with the Tokyo District Court on behalf of the foreign detainees who are terrified because of the Corona crisis, seeking a lawsuit and provisional measures to mandate provisional release.https://www.asahi.com/articles/ASN5X35T1N5VUQIP05K.html
